Suleiman Kova, Dar es Salaam Special Zone Police Commander
With last week’s acid attack on two British volunteers in Zanzibar the trend has skipped from locals to foreigners and now the police are seen the need to step up efforts to nab all behind the acts of terror that now threaten the country’s image placing it at risk of loosing potential tourists and even investors.
“I call upon any well-wisher to come out with information that will help us arrest those responsible…” announced the Dar es Salaam Special Zone Police Commander, Suleiman Kova yesterday in Dar es Salaam.
Persons with information can reach police over the emergency line 112 but police commander Kova went a step further and offered his personal mobile number (0754 034 224)saying he may be reached 24-7.
“…call my mobile number at any time or come to my office and give me information about these people,” said the Commander.
Apart from the two British volunteers, recently a Lebanese National was also a victim of a similar attack in Ilala, Dar es Salaam as was a prominent business tycoon and owner of Home Shopping Centre in Dar es Salaam, Said Mohamed Saad.

MOI spokesperson, Almasi Jumaa
Ponda was admitted to MOI on Sunday morning after sustaining serious injuries allegedly after Police in Morogoro shot him on Saturday.
Fresh updates released by MOI spokesperson, Almas Jumaa yesterday said that doctors at the institution were yet to say what caused the injuries on Ponda’s right arm.
“X-ray pictures showed two fractures on his injured arm, forcing doctors to undertake major surgery on the wounds,” he said.”
“Sheikh Ponda is undergoing treatment after the surgery performed on him yesterday (Sunday),” he added.
In another development the Dar es Salaam Regional Tanzania Muslim Council (BAKWATA) has condemned the alleged attack on Ponda by police in Morogoro, calling for the establishment of an independent committee to probe the matter.
Speaking to reporters in Dar es Salaam yesterday, Sheikh Alhad Mussa Salum said Bakwata also wants immediate resignation of the Morogoro Regional Police Commander, ACP Faustine Shilogile for issuing controversial information.
“Of course, if Sheikh Ponda was shot by police and the RPC has been refuting the claims, then he needs to resign to pave a way for an independent committee to investigate what transpired,” he said.
“We have been shocked by the news. If the police force is responsible then it is endangering the welfare of our country,” he complained.
According to him, Sheikh Ponda was not a gangster. The Police have skills to find and nab criminals, which they could have applied to catch him instead on hunting him in public meetings.
He told reporters that, there was neither conflict nor misunderstanding between Bakwata and Sheikh Ponda. They only differed in ideas and thoughts.
He said for example, while Bakwata was in support of forming auxiliary security organs within various mosques, Sheikh Ponda was against idea.
“We are planning to visit him in hospital for he is our fellow leader,” Sheikh Salum added.
SIX human rights defenders yesterday issued a strong statement calling on the government to dissolve the committee formed by the police force to investigate the attack on Ponda because they have no faith in it.
They proposed the Commission for Human Rights and Good Governance (CHRGG) to oversee the investigation.
The move comes two days after the Muslim cleric Sheikh Issa Ponda was injured in Morogoro region on Saturday as his followers moved to thwart efforts by police to arrest him.
The six non-governmental organisations (NGOs) which made the remarks include: the Tanzania Human Rights Defenders-Coalition (THRD), Legal and Human Right Centre (LHRC), Sikika, Tanzania Gender Network Program (TGNP), Citizen Politic Watch (CPW) and Tanzania Media and Women Association (TAMWA).
Addressing journalists in Dar es Salaam on behalf of other NGOs Tanzania Human Rights Defenders-Coalition (THRD) Onesmo Ole Ngurumwa underscored that it will not be fair for an offender to investigate himself over an incident he is alleged to have committed.
Ngurumwa said their major concern is that there will be total secrecy in the investigative report.
“Our concern is because there have been many committees formed some of them even included people claimed to have colluded in the same incidents, thus resulting to failure to giving proper answers and eventually the public is not told the truth regarding the whole matter, but instead what is disseminated is false information,” he stressed.
He said that they do condemn the way police wanted to arrest Ponda saying that the situation could have also endangered their lives, followers and Ponda.
Citizen Politic Watch (CPW) Director Marcossy Albanie said that the government has to put efforts and oversee the force’s role in Morogoro region, for this is not the first incident of such nature.
Sikika Executive Director Irene Kiria pointed out that apart from condemning what happened to Ponda, she wants the police not to defend themselves, but explain clearly what happened and apologise to Ponda and the public.
State Attorney Tumaini Kweka explained to The Guardian in a telephone interview that the act by the police to search and finally arrest the controversial Muslim leader Sheikh Ponda was to implement a court order.
“If the police force noticed that Sheikh Ponda went against the court directives, they are legalised to search for him without seeking further warrant from the court of law,” he said.
Ponda was being sought by police for allegedly violating terms of his punishment issued by the court by organising provocative religious gatherings.

- Interpol backed 'Usalama' operation by eastern and southern Africa police
- Guns, vehicles, drugs, ivory seized
The Interpol-backed security operation conducted in eastern and southern Africa has resulted in the recovery of a wealth of elephant tusks and arms and acres of cannabis plantations destroyed, all in Tanzania. Inspector General of Police, Saidi Mwema
Inspector General of Police Saidi Mwema said the joint Operation code named ‘Usalama’ has been ‘a clear success based on the results.’
Mwema who is also Chairperson of Southern African Regional Police Chiefs Cooperation Organization (SARPCCO) said the operation brought together law enforcement officials from customs, immigration and the Tanzania Intelligence and Security Service who worked with local police.
"We look forward to conducting similar operations of this nature…it is clear, together with regional and international organisations, we can combat crime more effectively," he said.
Elsewhere in Africa, thousands of checks against Interpol's stolen vehicle database resulted in a series of matches for vehicles reported stolen from various countries including Japan, Malaysia, South Africa and Britain.
A statement issued by the global police agency reports that at least 38 suspects of human trafficking have been arrested in Ethiopia, 28 human trafficking victims rescued and 15 suspects arrested in Uganda.
Further, the operation resulted in the recovery of 12 elephant tusks in Mozambique and Tanzania and the arrest of a woman in possession of six kg of heroin at Nairobi's international airport and in Botswana, diamond smugglers were nabbed.
On human trafficking, Refugee Consortium of Kenya (RCK) Information Officer Andrew Maina said studies indicate at least 50 girls between the age of 10 and 15 are sold as sex workers to the main towns of Kenya every week.
Led by the Eastern Africa Police Chiefs Cooperation Organization (EAPCCO) and the Southern African Regional Police Chiefs Cooperation Organization (SARPCCO) with support from Interpol the operation targeted human, drugs and arms traffickers but it also resulted in the identification of hundreds of illegal immigrants.
"Hundreds of human trafficking victims have been saved, drugs and guns taken off the streets and serious criminals arrested through this operation, made possible through the leadership of EAPCCO and SARPCCO," Francis Rwego, head of Interpol's Regional Bureau in Nairobi, said.
Refugee rights organizations and aid agencies have blamed poverty in Africa for the rising cases of human trafficking and other crimes. According to the International Organisation of Migration (IOM), up to 20,000 Somali and Ethiopian immigrants are smuggled into Kenya annually, South Africa being their final destination.
Supported by Interpol's Regional Bureaus in Nairobi and Harare, a series of pre-operational briefings were held to share intelligence on national and regional crime issues, identify trends and provide training on Interpol's global tools and services used during the three-day (July16-18) operation.
Among the participating EAPCCO member countries are Burundi, Eritrea, Ethiopia, Kenya, Rwanda, Seychelles, South Sudan, Sudan, Tanzania and Uganda.
Participating SARPCCO member countries include Botswana, Malawi, Mauritius, Mozambique, Swaziland, Tanzania and Zambia.
Chilika Simfukwe, head of Interpol's Regional Bureau in Harare, said the dedication of all the law enforcement officers who took part in Operation Usalama led to its success and demonstrates the effectiveness of national and regional cooperation.
"Interpol stands ready to provide its continued assistance and support to law enforcement across the region and beyond," Simfukwe said.
"My experience as a police chief is that ultimately every crime is transnational and cross-border in nature. This calls for the need to work together more than ever to solve national and transnational crimes," summed the General Kale Kayihura, Inspector General of Police and Chairperson of EAPCCO.

Leader Abubakar Shekau (c) said Boko Haram had carried out recent attacks
At least 44 worshippers have been shot dead at a mosque in north-eastern Nigeria, officials in Borno state say.
The killings took place during dawn prayers on Sunday,
although news only emerged on Monday, as communications are disrupted by
a state of emergency. The attack occurred in the town of Konduga, 35km (22 miles) from the state capital, Maiduguri.
The gunmen are suspected to be from the Islamist group Boko Haram, which has killed thousands since 2009.
Nigeria's Daily Post reported that a further 26 people were being treated for injuries in hospital in Maiduguri.
Twelve further civilians were killed at Ngom village, closer to Maiduguri, reports say.
Nigeria's President Goodluck Jonathan declared a state of emergency in three north-eastern states in May as his troops carried out an offensive against the Islamist militants.
Boko Haram wants to overthrow the Nigerian government and create an Islamic state in the north.
The BBC's Will Ross, in Lagos, says that while the group has frequently attacked churches, it has also occasionally targeted mosques.
News of the attacks came as a video emerged of the group's leader, Abubakar Shekau, claiming responsibility for recent attacks including some that targeted the police and the military.
The attack took place near Maiduguri, in Nigeria's mainly Muslim north-east
